The
District Judiciary is structured like a pyramid with the Sessions Court at the
apex and the court of Civil Judge at the base. Observing good faith and
selfless justice towards all is the motto of Hon’ble the Chief Justice,
Peshawar High Court, Peshawar and the same has been reciprocated in letter
& spirit in the vision of the Sessions Judge.
The
bulging population coupled with the billowing surge of litigation has enhanced
the miseries of the down-trodden class to the extent of suffocation and only a
timely mathematical and methodical strategy, being inevitable, can set such
state of affairs at naught but condition precedent is dedication and sincerity.
Lack of resources followed by budgetary constraints is an insurmountable
impediment towards the achievement of goals, but even then, the District
Judiciary Shangla in the leadership of Sessions Judge has accepted this
daunting challenge and is marching to the tone of its toes and heels towards
the efficient performance and best service delivery in order to make Shangla a
utopian city.
Adverting
to “Labor Omnium Vincet” i.e hard work conquers all, the Judicial Officers have
undertaken to work with dedication and sincerity in order to bring good name to
Judiciary. The public’s confidence over Judiciary has increased manifold,
making judges an emblem of inspiration in the society. Public at large at
various instances, have acknowledged the services of District Judiciary and
that’s why, the registration of cases is increasing day ahead.
Speedy
and fair justice is order of the day and the Sessions Judge and colleague
Judges have adhered to it and are delivering with utmost precision and
sobriety. Initiation of scanning of Judicial record, communication
through video link and updation of court proceedings is a novel phenomenon that
distinguishes district judiciary of Shangla from the rest.
The
District Headquarter of Shangla is located at Alpuri. It comprises two
sub-divisions and two tehsils, namely Tehsil & Sub-division Alpuri and
Puran. Tehsil Alpurai consists of two sub-tehsils namely Chakesar and Besham.
Whereas, Tehsil Puran also consists two sub-tehsils namely sub-tehsil Makhozi
and Martung. Moreover, it comprises of 01 National, 02 Provincial
Assembly Seats, 02 Tehsil Councils and 28 Union Councils. Shangla has the
lowest Human Development Index in the province and second lowest in the
country. District Shangla falls in Malakand Division and is thus governed by
Sharia Nizam-e-Adal Regulation, 2009.
On
July 11th, 1996 the Hon’ble Peshawar High Court, Peshawar sanctioned the
“Session Division, Shangla” and one District & Session Judge along with allied
staff were given to the district vide notification Endst: No. A (b)
5-1996-97/3142-43 dated 11.07.1996.
The
whole Judicial set up is headed by District & Sessions Judge, one
Additional District & Sessions Judge while the Civil Courts is led by
Senior Civil Judge under which one Judicial Magistrate and Two newly recruited
Civil Judges are working. One Civil Judge is posted each to Tehsil Puran and
sub- tehsils Besham and Chakesar.
